基隆市是中華民國臺灣省的市，位於臺灣東北部，古名雞籠，以谷灣之天然港灣著名，乃臺灣最北端的都市，位於市中心的基隆港則是北臺灣首要航運樞紐，因而有臺灣頭、臺灣北玄關之稱，亦因氣候多雨別稱雨港、雨都，與高雄並列為臺灣兩大港市。全市劃分為7個區，人口逾36萬人；轄內95%土地為丘陵地，東、西、南三面環山與新北市相鄰，僅北面之環港區域有少量平地與東海毗鄰、南面沿基隆河有狹窄的河谷地可供發展。
